It is still confusing to some of my sellers, buyers or even agents what is the difference between water/sewer hook up fee and water/sewer assessment.

Water/sewer hook up fee will be paid by you only if you already have water and/or sewer connected to your house. City of PSL is going to put lien on your house and with your utility bill every month you will get portion of hook up fee to pay off. When you sell your home you will have to pay this lien off unless you fill out application, pay application fee, then buyer can take over the payments. If you build a new house,most likely water/sewer hook up fee will be paid up front, so - no lien from the city.

Now water/sewer assessment is paid if you have, home or  lot. Every property in PSL was assessed for between $3,000 and $4,000 for water/sewer pipes going in the streets. This bill you get with your taxes( around $350 a year) and it is easily assumed by buyer. If your tax record doesn't show this fee, most likely owner before you paid it off.
